the kidnapping of an 11-month-old girl. carla hernandez was taken into custody late friday night. police believe it was hernandez who drove away last month in the jeep with the baby inside. the baby's mom just stepped out of the car to close the garage door and left the keys in the ignition. a sketch of hernandez was circulated. police say witnesses and evidence tied her to the crime. hernandez is now in jail on drug and kidnapping charges. the baby was found unharmed. a split-second decision by a san jose teenager saved a boy from falling more than 300 feet. it happened last tuesday at yosemite. >> all of a sudden you hear the mom screaming like bloody murder, oh, my god, save my baby, save my baby! after i hopped the fence i heard my parents screaming no, no, please no. don't do it, no. >> no, scott, no, no. it was so fast and he was just in just like that.

>> alex smith and his family had just hiked to the falls it when a 9-year-old boy fell into the merced river. alex jumped over the railing and held on to a rock and snagged the boy as he was going by in the swift rapids and then alex's dad came to help. i reached him and he reached me and he lacked up like the craziest look in his eye like please help me. >> then i have not only my son but my husband out there, as well. so that was -- it just -- terrifying. this is the only photo the smiths have of alex and the boy he saved. the little boy, nine years old, had been telling alex thank you. catching a cab in san francisco can be frustrating standing around, trying to flag one down a new study recommendation the city put at least 600 more taxis on the streets.

our reporter looks at what is driving the need. you want to drive a cab, that's the way it is. >> reporter: howard has been driving the streets of san francisco for 17 years. in the last year he says he's earning about 30% less than usual, and he says it's because of new rights or services like lift. >> cab companies need to learn from uber or lift and other people because smart guys came in and said here's a need and they sold it. >> there's been plenty of friction between cab drivers and even limo drivers between the ride services. according to a study put out, the main reason the ride share companies spotted up is because the city should have more taxis. it's a problem cab users know well. >> when you have to hail a cab, is it easy enough? >> not always, it's difficult. >> the report was commissioned by the san francisco mta. it recommends at least 600 more taxis be added over the next two years, but not everyone is sold on the recommendation. >> it's unbelievable.

it shouldn't be that much. it will kill uber jobs. >> he is a limo driver who subscribes to uber, an ap that allows people to order limo or car service. they can get a car within minutes at a premium price. more cabs might cut into the bottom line right now but he's still not opposed to it. >> it would be hell. however, when it's busy, if you got rid of the illegal competition, it would be fine because people can't get around san francisco. >> that consulting agency also surveyed cab users in san francisco and they found that they prefer using cabs because they recognize that they are licensed and insured. on the embarcadero, abc7 news. a gun show later this morning at the cow palace is expected to bring out another huge crowd of gun enthusiasts. yesterday the line just to buy ammunition was two hours long.

gun customers say despite what critics may think, they want the public to know they are rational, sane people who simply like to be prepared. >> they are more informed and understand the safety pro comes -- protocols that we have to comply with, you know, trigger locks, safes, mechanisms tested to make sure they are safe. they should be less concerned. we are got guys. we around the bad guys. >> in south san francisco, many gun owners exchanged their weapons for cash yesterday. $23,000 was handed out in return for approximately 250 guns. a san francisco restaurant is stepping up to replace what thieves have stolen from richmond little league plays are. someone broke into the league's storage room this weekend and made off with about $1,500.00 worth of baseball equipment and other supplies. that includes umpire gear and the snack food the league would have sold to raise money. without that, two-thirds of this season's games would have to be cancelled. that's a big let-down for nearly 300 young players.

the management at lefty o'doul saw our story about this last night, and because lefty o'doul himself was all about keeping kids out of trouble by laying baseball, he will donate enough money to replace everything that was taken away from them. new this morning, the united states and china will work together to try to discourage north korea from test-firing a midrange missile. both countries are warning that nation's leader, kim jong-un, that the consequences of such a move would be dire. there have been weeks of persistent threats from the north. >> the america's top diplomat landed in japan as the standoff with north korea continues. if the north chooses to launch a missile test, it maybe aimed here, over japan, that has readied itself with

pack-3 missile interoceptors. >> north korea will not be accepted as a nuclear power. the united states will, if needed, defend our allies and defend ourselves. >> and with the talk of the worst-case possibility, life continues in seoul with people who have be spent their whole lives being threatened, and don't want to let fear control them. >> we want things to be normal and nothing will happen because that's how it is supposed to be. >> it is a beautiful sunny day here and families are more likely to picnic than panic. the conversations are more like to be about the concert than north korea. >> and that singer addressed the tense standoff directly, saying with 50,000 south koreans joined

one person has died following a fiery accident in novato. witnesses say a car burst into flames after overturning last night just before seven. it blocked the connector ramp to eastbound highway 37. from northbound 101. the chp closed the ramp while crews cleared that scene. chp investigators are trying to determine what caused a ferrari to go off the road along the sonoma county coast

it happened yesterday, killing two people. the car burst into flames after it left highway 1 and hit a tree near jenner. it appears both victims died on impact. the chp kept the highway closed until about 5:30 yesterday evening while investigators searched for evidence. a busy stretch of highway 101 in marin will see rolling closers this weekend. the highway patrol will set up traffic breaks along the southbound portion of 101 between marin city and the golden gate bridge. this morning it happens between seven and noon. an on-ramp from spinner is avenue will also be shut down. it will give geologists a chance to survey a cliff in the area that's been the site of several rockslides. san francisco may get even tougher on smoking. the city could become the first in the nation to limit the number of retailers selling tobacco. it's the idea of a nonprofit

youth organization that's spent years working on this idea. >> there are approximately 1,000 stores in san francisco that sell cigarettes and other tobacco products. it's where those retailers are concentrated that critics want to change. we don't think it's necessary to have four or five different stores that sell tobacco on one block. jesus is a member of san francisco's youth leadership institute, which calls it a social justice issue. after spending four years doing research, the group found cigarettes are much more available in low income communities. for example, the south of market tenderloin neighborhood has 270 stars, while the marina has 51, and the inner sunset just 37. >> that's not fair. that's not just in our communities. so we want to create a fair, even playing field, even amount of tobacco permits across the city of san francisco. >> they propose to do that not by taking away existing permits but by limiting the number.

new ones. when a retailer sells or goes out of business, the new owner can't offer cigarettes if there are already too many in the district. >> that's not fair for the business. >> he said under the proposal the value of his small market in the mission will go down. >> if i want to sell it, this business, and you know these conditions are going to be enforced on you, you are going to change your mind about buying this business. >> and a smoking rights group says we are simply seeing a level of legs laytive bullying against those who exercise the right to choose or sell a legal product. but the youth group says it's not targeting smokers themselves. >> it's not that we are telling people to stop, we are saying maybe 270 permits in your little area is a little too much. the youth leadership institute has been in talks with the san francisco health department and several city lawmakers and hopes to have a sponsor for their measure by the

end of the month. a bird who helps teach kids about wildlife is now missing in san jose. marty the crow escaped from the wildlife center ever silicon valley. his handlers say he's too accustomed to humans, and that could put him in danger. they say you can identify him because he's wearing a leather anklet and a strap on one leg. the second sunday streets event of the season take place today in san francisco's mission district. the free revent starts at 11:00 this morning along valencia street to 24th and from 24th street on valencia to ham shire. streets will be closed to traffic so families and merchants can play and conduct business in a fun and safe environment. the food, music and family abc news tests go on until 4:00 this afternoon. they might have to hang on to

bay. we will see the strongest winds along the coast where gusty conditions can produce winds in localized areas up to 40 miles an hour. also sfo reporting an average of two-hour flight arrival delays. not due to weather but due to traffic management program. cool and breezy, a chance of rain tonight. light rain at best. cold and blustery tomorrow. so winds will pick up this afternoon, but tomorrow we are even talking about winds possibly up to 50 miles an hour during some gusts in the afternoon. high pressure over the pacific. low pressure over land. cool air coming, sliding south to the bay area and also bringing us these breezy conditions starting today and continuing into tomorrow. and also with the cold air, a chance of light showers. the areas of green, as you will see in parts of the north bay, cloverdale, santa rosa may get some sprinkles this evening, and then tomorrow morning overnight into the hours around 4:00,

maybe some light drizzle, as well, in the santa cruz mountains and san jose. then gone by 6:00 and clear by 9:00 tomorrow, as well. clear skies and sunny conditions, highs, they are going to be in the 60s and near 70 in morgan hill. 66 in santa clara. look for 67 in palo alto. san francisco, 62. so still a lot of sunshine, but you will notice temperatures coming down a few degrees. sonoma 70, 69 in napa. look for 60s mainly in the east bay with 65 in berkeley. upper 60s, low 70s in the interior valley. 67 in san ramon. the warm spot 72 in brentwood. here's the accuweather seven-day forecast that we've got cooler conditions yet again, breezy as well. tomorrow windy and notice temperatures come down by about seven degrees in the inland valleys. then sunny all week and warming up again to near 80 by saturday.

>> welcome back, everyone. we are going to start this half-hour with a quick look at the weather. in for lisa argen this morning is our meteorologist frances dinglasan, who has been telling us it is going to be a windy day today. good morning, frances. >> it is, carolyn. good morning, everyone. i just wanted to start out with this beautiful live view from san francisco looking toward downtown area and the bay. we've got sunrise just five minutes away. temperatures on the cool side right now, in the 40s. but you do need to lookout for the winds, as carolyn mentioned. this afternoon we will see a lot of sunshine. it will be breezy, as well. 10 to 20 miles per hour winds, gusting up to 30 miles per hour winds, possibly 40 in some locations. temperatures also only getting up into the low 70s into the

interior areas. tonight we will drop into the 50s. there will be a chance of rain. i'll tell you the timing and what you want expect coming up in the full forecast. >> thank you, frances. today the golden gate bridge will draw hundreds of more people than it usually does on a busy weekend. they won't be tour efforts posing for pictures. abc7 news reporter kira klapper joins us live to explain. hi, kira. >> good morning. code pink is organizing a march on the golden gate bridge today. they are protesting the u.s. government's use of what they call killer drones. there was a similar rally yesterday afternoon in downtown san francisco. we have video from that. this protest was organized by the answer coalition. hundreds of people rallied at market and powell streets. at the same time thousands of other people protested the same thing across the u.s. they all accuse the u.s. government of using drones to kill more than 4700 people worldwide.

the use of drones has increased during the war this afghanistan and in fighting terror targets in pakistan. the majority, when the pentagon is the cia don't even know who the targets are, they just look like terrorists. so we think it's high-tech assassinations, high-tech murder and we are trying to bring an end to that. >> demonstrators also urged local governments to avoid using drones to keep tabs on american citizens. some local law enforcement agencies have studied the idea of using drones for surveillance purposes, including in alameda county right now. and again the march is today at noon on the golden gate bridge. they will be on the sides of the bridge. it's not expected to stop traffic. reporting live in san francisco, kira klapper, abc7 news. >> all right. thank you, kira. some of the democratic party's brightest stars are in northern california this weekend for the california democratic party's annual convention.

yesterday raging stars, blue tenant governor and the attorney general, addressed the 2,000 delegates. they urged them to use their gains at the ballot box to promote gains. house majority leader nancy pelosicy focused on the core of the party and urged gun control. and also immigration reform. >> we must restore confidence as a people by passing comprehensive immigration reform, and we will. and we will [applause] >> we must have confidence in public safety by passing gun violence protection, and we will. >> the convention wraps up in sacramento later today. coming up at 8:00 this morning on "this week" martha raddatz has an update on the tense situation between north and south korea. also congress returns this week to disappointing job numbers. a final showdown over guns, and a new budget proposal that

includes cuts to social security and medicare for the first time. don't miss "this week" with george stephanopoulos coming up this morning at 8:00 right here on abc7. new this morning, novato may switch electricity providers from pg&e to marin clean energy. on tuesday the novato city council will consider turning -- joining nearly every other town in the county in switching providers. research shows switching away from pg&e would save the city $9,000 a year. when they looked at the costs last june, they found switching over would actually cost more. also new this morning, a newly-founded san francisco nonprofit will hold a benefit concert called "sing for america" at the palace of fine arts tonight. it is to singers what a marathon is to runners. it's a chance to raise money doing what they love. last year's inaugural benefit concert raised more than $100,000, benefiting some 40

now to some news in sacramento that could impact a lot of us. if you have ever bought or sold event tickets you will be interested in what state lawmakers are doing. they are talking about a measure to make it easier to navigate both sides of a ticket transaction. abc7 news capitol correspondent nannette miranda explains. ♪ >> are you catching the latest rolling stones concert? maybe pink is more up your alley. for steve, his splurge is sports. nba season tickets.

>> if i pay the money for the tickets, they are my tickets and i can use them however i choose. they are mine. >> but when fans buy paperless or will-call only tickets, it's tough to sell them. consumers have to show i.d. at the event or the same credit card used to purchase the tickets, which will not match the new buyer. sometimes pro sports team will require fans to resell tickets on the team's website. the los angeles angels began that this season. >> we want to be sure that when you buy a ticket, it's your ticket. >> assemblyman richard pann introduced a bill that would protect the rights of ticket holders. it would ban restricted tickets by giving owners the right to resell, donate or give them away. >> for most people it's really about you can't make it the last minute and you want to give it to a family member or friend. >> ticketmaster hasn't seen the proposal, but generally opposes any easing of restrictions. the company said the teams or performers themselves determine what forum the tickets are sold. they typically want to keep prices down for their fans.

let's check out sports. at 11:10 this morning tiger woods tees off, trailing by four strokes at the masters as he tries to overcome the controversial two-stroke penalty from friday's second round. the 14-time major champion has never won coming from behind going into the final round. here's mike shumann with the highlights from yesterday's third round in this morning's sports. >> good morning. well, tiger woods got a wakeup call from the masters rules committee yesterday morning and when he arrived at the course at 8:00 a.m. he was penalized two strokes for an improper drop in round two on 15. tiger began today 1-under. he it a chance at a birdie but it didn't go in. on 15, the hole he was penalized in, he just misses, birdies the hole. 3-under on the tournament, 4 shots back. the co-leader, marc leishman, he's 5-under and two back of the

leader. snedeker look for his first major title. on 16, birdies the hole. 3-under 69, tied with champ from 2007 masters, cabrera. on 18 playing par golf all day and saves like that on number 4 but went bogey-bogey. that was on the final 2. he's 5-under on the tournament. two shots back, the leader back. snedeker and cabrera tied at 7-un. today should be a classic finish at augusta. the sharks are not comfortable in those waters. they have to get better away from the tank if they want to go further in the playoffs. in dallas last night sharks grab a playoff spot with the win. -- or the stars grab the playoff spot with the win. they jump out to a 2-0 first
